Neighborhood Issues

One of the great strengths of Bellingham is it’s individual neighborhoods with their own distinct character and qualities. I believe it is important to protect these qualities as we plan to accommodate the anticipated growth. We need to put in place regulations that protect public views and protect against redevelopment that is out of scale with the neighborhoods.

Terry Bornemann has...

- Introduced elements in the comprehensive plan to protect neighborhood character and quality.

- Worked with neighborhood groups to place their issues and language regarding neighborhood protect in the Comprehensive plan.

- Represented the Sehome Neighbors in getting a home for sex offender relocated to a more appropriate location.

- Worked to pass protection for single family neighborhoods against the effects of “party house” and houses being rented out as “boarding” home.

- Worked with Southhill neighborhood to retain Lowell school as a neighborhood school.

- Worked with the Happy Valley neighbors to develop a process that allowed for the preservation of the old fire station and the creation of the Firehouse Performing Arts Center along with the neighborhood open space on the property

Lake Whatcom Reservoir

The Lake Whatcom Reservoir is perhaps our greatest resource. There is nothing more critical to a City then a supply of clean drinking water. We have taken many steps over the years to preserve the water quality of the reservoir. We have witnessed lobbying efforts by developers who have tried to discredit the science that pointed to development in the watershed as the main source of water quality deterioration and as a result have successfully slowed down the regulatory efforts to curb development. This must stop. We must step up our efforts to slow the degradation of the reservoir. Terry has supported:

- Buying over 1000 acres of property in the watershed to keep it form development.

- Increased funding to purchase more property in the watershed

- A ban on two stroke engines on the lake.

- A ban on phosphorous fertilizers.

- Decreasing allowed impervious surface in the Silver Beach Neighborhood.

- Seasonal bans on development in the watershed.

- Special street standards for the watershed to decrease runoff.

- Storm water retrofits.

Protecting the Environment

We live in an amazing corner of the world. We have it all; mountains, the oceans, fresh water lakes, rivers and streams. We have great farmland all around us and wild life corridors passing in and around our city. We were rated the best City for air quality by the EPA and we have been rated #2 most livable city in the United States. We must do what ever it takes to protect the quality of life that makes Bellingham such a wonderful place to live. Terry has supported:

- Bellingham as a signatory to the Mayors Climate Protection Initiative and a participant in the Cities for Climate Protection Campaign.

- The city in developing an aggressive action plan to focus government and community attention on achievable, local solutions to global warming.

- In 2006 launched the Green Power Community Challenge to promote renewable energy

- Largest city in the EPA’s Green Power Partnership to purchase 100% green power for city government operations

- Adopted LEEDS building code standard for all public facilities in 2005

- Limiting suburban sprawl by planning pedestrian-oriented urban villages adopted as City model for population infill

- City Council adopting the goal of reducing automobile trips as a percentage of total trips take in Bellingham by 12% over the next 15 years.

- Bellingham receiving the League of American Bicyclists' "Bicycle Friendly Community" award at the silver level in 2006.

- Creating 23 miles of bike lanes within City limits (approximately 27% of our arterial road network) and 63 miles of trails including improved and unimproved trails.

Downtown Redevelopment

During my first 8 years on the City Council we have seen many positive changes to our downtown. The corner of Holly and Railroad were transformed from near blight to the Place to be. We built the Depoe Market, which is rapidly becoming a regional attraction and landmark, despite the opposition of the local neigh Sayers. We had no new housing starts in decades. We now have hundreds of new residences with many more on the way. We created the Public Facility District resulting in the revamped Mt. Baker Theater and the wonderful new Art and Children’s Museum on the way. Our downtown has come back. We need to continue working to reconnect our downtown with our waterfront, continuing to develop and promote our Arts and Cultural District and developing an increased mixed of new business, housing, and entertainment starts. Terry has supported:

- The development of the Depoe Market.

- The policies that allowed the redevelopment of Holly and Railroad

- The creation of the Public Facilities District.

- The Down Town design standards

- The new increased powers to the Parking Commission.

- The Downtown Renaissance Network

- The multi-family tax exemption that allowed for the creation of new housing starts in the downtown.

- A new parking structure to service the Downtown business district

Economic Development

Bellingham has changed dramatically over the last 10 years. Where once our economy rose and fell based on a major employer, we have become increasingly economically diverse as a city. Our unemployment rate is at an all time low. We have been rated as the #1 city in Washington for having the most new business starts per capita. We need to continue to develop an increasingly diverse sustainable economy. To do so we must work at preserving our environment, our quality of life, and creating a climate that is conducive to bright creative individuals wanting to move here and bringing with them their business or creating their business here. Individuals who value the environment, quality of life, and want to live in our beautiful corner of the world and create a life for themselves and their family. We have some great opportunities of becoming a “green” technology center. We have a great opportunity in partnering with WWU on the waterfront redevelopment to support creation of important new research projects and facilities that can serve to spur private investment and job creation around new technologies. Terry supports,

- Continued funding for the Small Business Development Center

- Sustainable Connections and their efforts on moving our area forward as a center for sustainable economics.

- WWU,s research proposals for waterfront redevelopment including support the Consortium for Technological and Development center and the Critical Junctures Institute for Health Advance, Research, and Learning.

- Extension of water service for Anvil Corp. that allows for the creation of 100 to 200 new jobs.

- Creation of a economic development ombudsman position.

Waterfront Redevelopment

As the waterfront redevelopment moves forward, we need to insure that the agreements that the City locks into are agreements that work for all of us. We have an incredible opportunity to clean up the pollution, create an environment that opens up the waterfront for the citizens for the first time in a 100 years, creates habitat for fish and wildlife, and creates an environment conducive to new job creation through partnerships with the University and new start-up companies. This is a rare opportunity; we need to get it right. Terry Supports,

- A rich mix of housing, businesses, entertainment, and education.

- Retention of water related industries at the waterfront.

- Having development pay their share of infrastructure cost.
